13 Some of these topics extend beyond the main objective of the study. We base our analysis of these topics on our understanding of the BK21 program, the findings presented in this monograph, and other studies on research and education systems, particularly those in the United States. 12 In this monograph, a metric is defined as the ideal yardstick by which we would wish to evaluation Bk21 program performance, observed periodically to assess progress toward the program’s goal. Metric is abstract higher level attributes mapped into BK21 logic model.
