Indeed, it is unlikely that the positions will ever again be separated because, with the Ministers of the Crown Act 1937, the payment of a pension to a retired Prime Minister is conditional on holding both offices. 53 FROM THE FIRST WORLD WAR TO 1962 By the early twentieth century the Treasury was the key department of central government, not because there was a single authoritative statement giving it this position but because it had acquired important responsibilities piecemeal, in an unplanned fashion, over hundreds of years.

Following initial inquiries by a House of Commons Select Committee, a Treasury Commission was appointed to complete inquiries into the Superannuation Acts. Most of the Commission’s proposals were incorporated in the Superannuation Act 1859, which also required officials to obtain a certificate from the Civil Service Commissioners in order to qualify for the award of a pension. The overall effect of these provisions after 1859 was to give the Treasury almost unlimited discretion to regulate and control the award of superannuation allowances.

67 Anyone with insight into the history of the Treasury and the civil service will appreciate the significance of some of these reflections and recommendations. Indeed, while the Haldane Report did not contain a series of recommendations for uncritical and speedy implementation, it seems shortsighted to conclude, as a Treasury memorandum did in 1949, that ‘The Haldane Report has stayed on the shelf since it was written’. 68 Whilst the report seems not to have been formally debated by Lloyd George’s Cabinet, attention by the Cabinet and/or public discussion of a report is not the only way to assess its significance.
